False Hope – Parental Input and the Dallas ISD School Calendar

ignoring parentsEvery year the district requests input from parents on a variety of issues.  For example, on the right-hand column of this very blog we have been reminding parents that they have until today, Tuesday, January 8, 2013 to review the two calendar options and vote (by fax) for their choice of school calendars.

However, in documents already posted on the DISD board briefing page on January 7 in advance of the January 10 board briefing (and already discussed in various Union meetings) it is revealed that Option One has already been selected!

Such a little thing, you say.

Yet this is the “real” Dallas ISD.  A group of self-serving administrators and Trustees who pay lip service ONLY to parental involvement and parental input.  They may ask for your input but the decision has already been made.

Why point out this minor transgression?  Because this is how the district handles ALL decisions…from school design to teacher evaluations to technology purchases, ad nauseum.  Committees are formed, teachers and citizens are recruited to provide “input” for pre-written check-lists and the district does what it pleases all the while touting its commitment to “community involvement”.

I call B.S.

In other lies and damn lies, the other day the spouse of a DISD administrator recounted a principals' meeting during which Miles gave instructions on how to falsify data during spot observations.  Teachers need help to push back against the gaslighting that has become a constant.

 

He instructed DISD administrators to go forth into classrooms and to give teachers artificially low scores in order to break them down to build them back up.  He talked about this being the equivalent of boot camp.  Except that the targets here are veteran teachers, and not a batch of new recruits. And it is not military policy to falsify records, as far as I know.  Teachers who protest their scores have been put on "growth plans," which is a setup for harassment by administrators who load them up with humiliating and nonsensical tasks.  Dehumanizing.

 @manyeyes It sounds illegal! What the eff. We are professionals who have worked to master the craft of teaching, not a bunch of flunkees to be kicked into wet mud and called "maggots" while MM via administration demands we "give him twenty." Such are the perils of working for someone whose vision of a better world seems overly influenced by mainstream movies. Oh wait, not whole movies - just clips and snippets, the same structure in which we are supposed to teach.

 @manyeyes A DISD teacher told me yesterday that their administrators have been told not to award any "exceeds" on performance appraisals.  I KNOW that I am exceeds in several domains and I'd be mightily pissed if someone rated me unfairly because they'd been "told to give out lower ratings."

I was just watching the trailer for the Frontline report on Michelle Rhee which comes on in an hour.  She was shown listening to "Parental Input" on her proposal to close 20 schools to save money.  At the end, she admitted that her mind was made up and would not change.  "This is not a democracy", she said.  Of course, we all know that eventually she was shown the door.  Interesting in the context of this thread. . .

Over 10,000 DISD employees are spreading the word to all they meet about the dictatorial and mean-spirited management of the BOT and FMM and the effect it is having on teaching and learning. The "Do it my way!" mentality at the top is now the culture of the entire organization. Parents should correctly assume that their input is definitely NOT welcome as the BOT and FMM have ALL the answers. Where's that list of talking points for principals from FMM about how to deflect inquiries and add positive spin? My God, how deep does the hypocrisy of our BOT and FMM run?

 And yet, how do we get any one with any sense to run for a trustee position? There may be 4 spots open (3 if Adam does not resign).  Four, or even 3, new trustees with a new outlook and a refusal to drink the KoolAid could really shake things up for the better.

 

I have heard nothing about anyone willing to take this on.  This is extremely disappointing. Those of us who do not live in those districts up for election are praying that some one with integrity will step up to the plate. We have many who have already pledged their support.  Time is of essence.

 

We can complain all we want about the tone deaf trustees, but if the public does not have the chutzpah to vote in new blood, then the current trustees will know that they are safe, no matter what outrageous things they do.

 @Exceeds and Proud  @Persona If we teachers had stood up as a body maybe we wouldn't be teaching to the test.  Society's ills became our fault about around the time of John Dewey.  It's a long-standing American tradition.  We didn't stand up to that, either.

 

We didn't make the problem, but we have contributed to it because we have been complicit for decades.  Worrying that somebody will call us crybaby, babysitter, etc. doesn't excuse wimping out.  Not everybody is Dietrich Bonhoeffer, but jeesh!  Crybabies!  There.  Somebody called you a crybaby.  I expect that you lived through it.

Teachers already advocate for their students.  They do not, as a rule, advocate for themselves.  By allowing fear to drive their passivity they become part of the national problem...not part of the solution. 

 

When I started down the path of activism four years ago it was self-serving.  The district was laying off 700 teachers to balance the budget and my sons teachers were on the chopping block.  Trustee Flores told me that DISD was "not about educating children but about jobs for adults and contracts for their friends"  and he was not wrong.  But righteous indignation only goes so far.  By the first year it was obvious that transparency and fiscal management was necessary but only the next step in a long list of problems to be corrected.  Then the state under funded public schools. Today, for me, it is a moral obligation.  So many of the students, as you teachers already know, cannot pull themselves up by their bootstraps if they have no shoes. I have a feeling that you teachers share that moral obligation and the rewards you receive are worth the stress and long hours and frustrations. You are the glue that holds the whole hot mess together.

 

And thus to the point.  A friend in England told me that my efforts would be fruitless because nobody gives a damn about public education and that the only way parents would get involved is if the schools didn't open on Monday morning.

 

He was right...just look at the success of the Chicago teachers strike.

 

You teachers have more power than you realize.  It's time to use it.

 @Persona non grata Not a stretch to make the analogy between the Reich and the district.  It took Hitler a very long time to earn his stripes as a major war criminal.  He started smaller, with bullying and by running out and "neutralizing" his opposition.  He had some supporters who feared him, and many others who lionized him.

 

The Nazi Party was formed in 1919, and Hitler was tried and convicted of treason in 1923, even before Mein Kampf.  He didn't pick up real steam, much less a reputation for crimes against humanity, until well down the pike from there.  That would give FMM a dozen years to build momentum, if we used as basis the time between Hitler's becoming Fuhrer and when he became dictator of Germany.

 @Michael_MacNaughton  @Persona non grata @meet and exceeds:  Teachers are subjected to severe, intentional disorientation by their own leaders.   It is very much an abusive situation, in that teachers are compromised and weak, but the buck still stops with them.  It is rare to see anybody go out fighting.  Question is, how does one fight?  

 

Speaking up on the blog is a step.  People are scared and it is rational to have a fear of these types.  Remember:  courage is fearing yet acting.  Expecting or even suggesting that the BOT take responsibility is laughable, and it is not too far off to make comparisons to the Reich.  You never know who you can count on until the chips are down, and I guess it pays to read the signs.  Hate to think that teachers are so conditioned and sheepish as a group that they absolutely cannot  and will not act.

We speak up, we do the things our students need, we work long hours with little (some say, NO) thanks. We are criticized for teaching to the test and criticized when our kids don't perform well. When did societies ills become our fault? Are we responsible for the economy? For rampant greed? For Wall Street executive-types who are circling in the waters like sharks on a feeding frenzy? Yet this is the SAME public that refuse to do anything for education. The citizens of Dallas have made it clear they don't care what the school board does.

 

As long as there is a place for kids to be babysat until they dropout, get killed, go to jail or get a full time membership in the club known as welfare-you guys don't care.

 

As long as that black school has a great football team-you guys don't care.

 

Then everyone wants to cry about why we can't attract business and more jobs to Dallas.Why would you want to come here and try to hire kids who can't read beyond a third grade level?

 

Or why the jails are filled with young boys who cried for help but couldn't get it because money meant for services went to something else.

 

I no longer blame the school board or anyone who votes in school board elections, DISD employees or those active in DISD.

 

The failure of this school district falls on those who do nothing.

It is a false equivalency (describing a situation where there is a logical and apparent equivalence, but when in fact there is none) to imply that the policies of a government employer (legal), in this case the BOT, can be compared to the policies of the Third Reich (crimes against humanity).

The BOT/FMM may hire and fire at will. If done so illegally, a teacher’s remedy would be to sue. I am unaware of any firings on a mass scale, present or intended in the future, that are illegal. Teachers are public servants and in Texas, therefore, cannot strike. If the teachers of DISD were legally on strike and I was stating my refusal to honor the picket line and went to work, I could accept your argument regarding the amount and effectiveness of resistance that I was or was not employing toward helping the cause. Knowing this, if I am likely to be fired and it is legally in the power of the BOT to do so, I see little that I can do. A DISD teacher can be legally fired for merely speaking up (insubordination). Is this not a classic Catch 22/”damned if we do and damned if we don’t” situation for teachers? What am I missing here?

It is not the teachers that should be roused to fight this raping of DISD cloaked as reform, but the TAXPAYERS! Ultimately, all DISD teachers are serving at the will of the public through their elected officials, the BOT. It is the taxpayers, not the teachers, who must step up and declare how school reform will take place in Dallas. Their choice is now quite clear: do they want their tax dollars going toward the creation of the best public school system in the United States or do they want their tax dollars going to the bank accounts of privateers who will take huge salaries as board members of the charters?

I believe that most teachers are nurturers. While the Scots fought like "warrior poets" for their freedom from England, I'm not sure "warrior nurturers" are on the horizon. Of course, our BOT and FMM are banking on that. If pushing back on this blog (and hoping it adds momentum in some small way) is the most I feel safe doing, I'll have to own that if the worst happens. I have a voice (unwanted and denied by my employer) but I am not prepared at this time to pick up "arms" and publically step into the fray. If that decision in any way contributes to losing the cause, I'll live with it as best I can.

So-- how many people do you think really care besides the 15 or so of us regular attendees at the board meetings? 

 

More importantly, how will YOU speak up and push back?

 

Veteran teachers are fearful for their jobs...and, although I understand completely, they don't seem to realize that they are already fired...it's just a matter of time.

I suppose this was the same game played with the request for public input on the superintendent evaluation instrument.

 

Does this kind of game make them (the trustees) sleep better at night to convince themselves that they really ARE governing with input from the governed?  

 

 Our only hope is that the newly elected trustees, Elizabeth Jones (district 1) and Dan Micciche (district 3) are rightfully shocked by this behavior and demand that it stop, before they get too drunk on the district Koolaid. Pretty soon they will be just like the others- running on good intentions and then being rendered totally ineffective once in office. I fear that this has happened already- they may be personally displeased with what is going on, but they are getting in line with the other trustees and not holding the administration accountable.

 

Shame on the Dallas Morning News for taking part in this charade. Their latest editorial was smug and condescending in their attitude toward parents. They refused to condemn the administration which had wasted over $20 million on the now-defunct parent portal, and instead pointed fingers at parents for not signing up.  If DISD had listened to the loud outcry of involved parents on that issue at that time, that costly mistake would never had been made. Knowledgable parents were trying desperately to be involved.

 

 Does the DMN not see the reason behind the seeming parental apathy?  It is because when we do have something to contribute, and know what we are talking about, we are blatently ignored, while the district goes on destroying our schools.

 

Unfortunately, this is the norm, and not the exception.

As we climb the BS Mountain of DISD, it is a continual struggle to keep from finding that for every step toward transparency,integrity, and ethics we slide back 4 steps into cover-up, arrogance, and disregard.  After being admonished by Belo Expectations with their wagging finger and tsk,tsk,tsk for lack of participants in the parent portal, this is the shining example of why there is so little involment.  This attitude from administration of "we are the professionals and we don't need nor want your input.  If your child was really capable he/she would have been born to highly educated and rich parents, or at least some that spoke English."

Board members, this is the norm! Ask questions. Demand answers and fact check! Or you, too, can be branded with failure of this city because of DISD along with McKenzie, Rawllings, and RCC.

What about the overall culture/organizational health of DISD? Is it a welcoming organization? Is it a bastion of collegiality, goodwill, teamwork, trust, competence and integrity? What would a reputable survey of public opinion about DISD reveal? Our present administrstion is a textbook example of dictatorial leadership and a "my way or the highway" attitude on all issues. Gee...just can't figure out why parents aren't involved... From my perspective, the best analogy is that DISD presently models all the worst aspects of a dysfunctional family. We wonder why parents are hesitant to get involved? ••• "Dr. ~ Dan Neuharth, author of If You Had Controlling Parents also expounds on dysfunctional families. ~ (He uses the terms "controlling parents", "unhealthy control" and "over control" throughout his book.) Amen to that!  Sooner or later concerned involved parents teachers and community members realize they are being had and quit serving on principal selection committees, focus groups, and workshops. The only ones left do it solely at the request of administrators, usually principals, who they respect and support. Check off the box and deposit in the nearest trash can. The tragedy is most of these folks are truly sincere and have good ideas. It will never change until the leadership at the top changes. Same old same old.

It has been interesting to see the number of teacher positions vary--from over 400 in the last weeks of October to around 300 in the first week of November as the press and blogs have put a spotlight on this issue. At the press briefing last week Mr. Miles was asked about teacher shortages and the large number of permanent substitutes by the new media and he tap-danced around the questions without any hard factual answers. The parents and students of the district deserve better.

Citizens wanting to speak at regular board meetings and briefings must sign up by calling Board Services at (972) 925-3720 no later than 5 p.m. on the day before the meeting.
